By the same token, the government is quite concerned about its image as presented by the foreign press, and, in particular, their portrayal of the Sultan.

Government documents are almost exclusively published in Malay and, consequently, have been excluded from this bibliography. One of our objectives was to produce a reference work primarily for an English-speaking audience. The Economic Planning Unit of the Ministry of Finance produces bilingual publications, such as development plans and census reports. The unit was established in 1973 in an attempt to improve the quality and efficiency of data collection and analysis. Each ministry and government department also produces a wealth of publications, but no central depository exists in Brunei which houses them all.

In recent years, the government has attempted to reduce the dominance of BSP still further by leasing offshore concessions to smaller US companies and by enacting new legislation designed to improve its position in future ventures with foreign oil companies.
